I think the problem is that you don't have the right version of Microsoft Installer. Have you tried updating your pc online ? You know, using "Windows Update" ? I think I remember something about Installer in one of those patches, just have a look online, it's probably a fix that you can install. I don't think there's really any other way to solve this, just update your pc with "windows update", get all critical fixes and everything mentioning "microsoft install".
