Well, I couldn't really test it myself, so this was the best help I could give. If it doesn't work, maybe you'd better get over to the official ensemble forums and make some noise. After all, they sold you a game that just doesn't work and I'd expect some kind of solution from them.
Edit : I just installed msxml4.exe on my system. No error messages, but then I can't run the game to test if it now works. Tell me, what kind of error did it give ? Oh, and XMLWriter is not needed, it's an application that uses msxml 4.0 too. Just download msxml4.exe and run that. Tell me about any error messages you get, my install went flawlessly.
