I had a similiar error. I reapplied the 2136 patch again today along with the cracked .exe and it works now. In my tests last night trying to get it to work, I used a cracked .exe for 2107b and got the game to work. For some reason, the patches we're using isn't fully patching things every time.
I had a similiar experience patching a dedicated ut2003 server. I installed the base server, started to modify the UT2003.ini file to accomidate my server, then found that there's a command line utility to patch the server rather than me hunting down and finding the patches myself. At this point the server was still the base server, no patches with 1 modified .ini file. When I ran the update utility, it got all the way up to 2701b but wouldn't patch to 2126 because there was "no matching delta for DefUser.ini", a file that was never modified. Anyhow, I did a complete uninstall, reinstall, then patched the server before modifying any files and all went well. Due to this, I have very low confidence in the patches being released for this game. If I have to do some long reinstall AFTER my server is configured and running, I'm gonna be pissed.
