Project justice is the best out of them, heck i can't choose between SC DoA2 and PJ.. 1 thing i know is that PJ owns others in multiplayer (except for DoAs tag mode).
Some others i think they r great:
Giant gram 2k and Giant gram 2: the best wrestling games i've ever seen and played and i don't see any usa WWE game beat this. Before i got this 2 games i thought WWF RR was the best... this thought is totally destroyed now
Also try to get Toukon retsuden and FproD.. believe me its worth it
San fransisco rush 2049: cool looking speedy game with some nice fps and nice touches as unreal jumps and flights.
Zero gunner 2: with ikaruga the ruler of 2d(?) shooters... or just shmups.
F1 world grandprix 2: The best F1 game i've ever played.. it plays better than GP and it looks better than EA's F1 2x series (back then for sure). Sure the slowdown is unforgivable and possibly the reason it didn't get high scores.
Fighting vipers 2: Not a bad game at all, plays godly with arcade stick and is a no frills arcade perfect conversion.. sure no SC or DoA here but a v good fighter with some tough challenges like unlocking the secret characters.
