Hiya, yeah, that SiS card definitely looks crappy.
Seriously, you might wanna read the game manual about possiblt video problems. And, since GTA 3 is _extremely_ resource hungry, you should buy an nVidia Geforce or an ATI Radeon anyway. But this is _not_ a game support forum so let's drop this topic.
