ALL GOOD installers would install a Messiah in a PAL v3.... You should not refer to the chip as "not 100% working".
The chip itself works 100% in a V3....
NOW if the laser is old and worn (will not play DVD-R's) that is not the fault of the chip....
Thats due to the fact of the laser.....
Charlie_PS2 rec. replacing the laser because: (this is my opinion)
1. Its a V3 and the lasers were not that good.
2. The unit is older and has been used quite often (which would result in a weaker laser)
3. To cover his own A$$....
If you chipped someones PS2 and it would not play certain backups, they would probably be pissed... So if you go ahead and replace the laser while your chipping it, will save alot of headache later.... and result in ALOT happier customer.
