it means that the movie you are having encoded is a different framerate than the new movie you are making. example - you start with a PAL movie, and change to an NTSC. basically, instead of having like 29 frames per second, ur at 24.5 or something, and the encoder has to try and figure how to do that, which results in the weird edging / etc.
what are you encoding from/to. any information would be helpful, as all i can tell you now is what you are doing wrong.
