Just using something like SetRegion.exe to change the region of the game does not fix these titles.
It appears as if there are some NTSC games that have region checking...

I am having an issue playing several NTSC PSX titles on my PAL PSX.

Those titles include:
Vandal Hearts 2 (USA) - freezing at Konami logo
WipEout 3 (USA) - freezes near start of...
