if there isn't a patch for tat specific game and tat specific country (U/C NTSC) it was made in does tat mean tat the game is not copy-protected

PAL TO NTSC?????
i have a ntsc to pal patch for chrono cross, but it is a ntsc patch so i will be needing a pal to ntsc patch, is there a way tat i can convert the patch from ntsc/pal to pal/ntsc
