how do you hack a dreamcast exe to accept downsampled wav files?

You can't hack an .EXE, but just an .BIN file to make your games read the .WAV files!

Then how exactly do you hack a bin file..do i need a hex editor and what values do i need to change?

You need dahack.exe and cdda.exe.
Go to Xena's Homepage to download them.

Usage:
Search with Windows for "*.BIN" files containing "CD001".
On the files you found apply (Using the MS-DOS Prompt):
dahack ".BIN file" 2nd msinfo number
cdda ".BIN file"
And your .BIN files will be hacked and able to read your .WAV files!

You don't get a DC EXE to except downsampled WAV files, you record them to CDR as audio files, on the first session. You then use dahack & CDDA on bootbin, after getting msinfo number from CDR with audio tracks on (don't forget to leave CDR open).

ie

at DOS prompt

cdrecord -dev=0,4,0 -msinfo (where 0,4,0 is scsi bus address)

msinfo maybe something like 122498

so:-
dahack 1st_read.bin 122498
cdda 1st_read.bin
