3D accelerations problems 9800xt agp

I'm having problems with my video card and i believe the 3d acceleration turned off, i was having vertical lines on my monitor so i downloaded the latest drivers for my video card (9800xt) and cleaned out all the dust from my card and it worked, the vertical lines are gone. I now noticed when I'm browsing the internet the pages move slow?! and when i try and play any PC game a message says to turn on my 3d acceleration.... i went to dxdiag to check the status of my 3d acceleration and noticed that the computer isn't recognizing the 3d acceleration ( i tired enabling the 3d acceleration from dxdiag but the lettering is gray and doesn't let me enable). I've also noticed in the dxdiag that its not recognizing my video memory it shows N/A. Not sure if this will help but here is some of my dxdiag info :

I would vote for RAM problem. Does your video card smell bad? Perhaps, some parts of it burned out... Have you overclocked it; is the weather as hot as over here, in Europe, too? Measure the GPU, GPU RAM temperature with a hardware info/diagnostic software; how many degrees (Celsius)?

video card doesn't smell bad it did happen before though... about 2 years ago but i fixed that problem with more ventilation in me case. i checked the video card out when i was dusting it and it didn't seem like any of the components were burned. No i haven't over clocked my video card.

Sounds to me, when you went to update your GFX card, it uninstalled your old ones first and asked to restart the PC. You may have thought it installed them.

But also it could be the card itself, or the AGP bus on the motherboard.

It can be a number of things, unfortunately the forum isnt the best place to get it diagnosed, since I cant physically see the PC to see whats going on.
