Question about PS2 CD/DVD's

I'm new to the forums, and I have a question that has been on my mind for nearly week now. No one can seem to give me a straight answer on other forums. I'm hoping someone could kindly explain this to me.

I noticed a silver shiny aluminium silver ring around the circumference of PS2 CD/DVD's. It appears on both sides of the disc near the very edge. It's on blank media as well. Is data written on there or is it just a border around the disc.

So, does it contain data and can data be written to it? Or is it just a border around the edge of the discs?

It's just the edge of the disc as far as I know...
