Copy all the contents from CD2 to a temporary folder. Now copy the contents from CD1 to the same temp directory overwriting files as you go. Add a folder for updates and patches. Then burn to a DVD with any title you want.

name of DVD is RSHIELD_CD2 otherwise game need it cd2 to for play

i tested in windows xp sp3 and working complete :)
