CoD2 Console problem...?

Why is that I can't get "console" appear from the button ~ ?
I have choosed Enable console [yes] from options.
Is that ~ button in scandinavian keyboard system too, or is it some other key?

It should be the key just below Escape.

Or in some cases 2 buttons to the right of L
