can some one tell me what patching a game is and what it does

All it is, is changing the code in for example a ps1 game to enable either cheats, pal2ntsc, or ntsc2pal. Some also disable copyprotection and other things, pretty much whatever thats needed to fix or change a game can be done through patches.

No.

Backing up a game is what you would have to do to use a patch. You add the patch to a backed up game.
