i have create sims2 dummy-cd (24mb, ~17mb on RAR)
this dummy-cd work fine with safedisc2 emulation on daemon-tools

Eh? Didn't understand one bit of that.

Will this "dummy CD" image allow me to run the game without full Administrative rights for the process?

Until I can do that, the game is completely broken to me.
