is there any gba emulator out there what allows two players,or is there some way two people from the same house can play gba thru the pc ?

It is called No$gba.
This is now freeware, get it at - http://www.work.de/nocash/gba.htm
To set up multiplayer -
Just press 'Link' or 'Multiplayer' Mode
1st player press first ..........and then others follow
