This file is present on several games.
I didn't see what's its use (and sometimes simply removed it).
You don't need (and can't) binhack it since it has no LBA reference.

It's the warning CDDA track in the first session of a GD-ROM. The file is often included in rips (comes from the SDK) because the developers left it in there by accident. It often points to data in the audio section, and when you rip games often you'll end up with random in the file... but it's just junk, and not used by anything.
