Can bad media....be bad?

Can cheap media be bad for a DVD player? Can it wear down the motor or lens? Also, what is the best Dvd-r media I can get around a $1 a piece? I bought a spindle of 50 off of shop4tech.com for $40, and didn't seem to have any problems. I think I'm gonna try the spindle of 50 for $50 this time---has anyone tried those? And what does it mean whenyour watching a DVD and the picture gets slightly scrambled in certain parts of the video for a couple seconds? For example, I have this one video, that at exactly 19:04 into it, it does that thing where a small fraction of the screen gets scrambled for a second---do you know what I mean??

Cheap media can be bad because your dvd player laser has to work harder to read the disc. Your dvd that screws up is probably a bad burn. Get some Ritek. They are about a $1 each and work flawlessly.
