help with simcity4

so i installed the no-cd thing and all...when i start up the game, a warning box comes up that says :"The configuration file (Graphic Rules.sgr) cannot be parsed. Using built-in rules". So when i press ok on this warning box, the game starts. Everything seems fine for now, but when i try to start a new city, or load something (anything that would actually take me into a city) the game crashes to the desktop. Im using windowsxp pro atm, and my video card is a gf4200...any idea what this might be? thanks

Does this happen also with the original cd and exe ?
