Red Alert 2 runs so-o-o-o slowww in WIN2000 Pro!!

Has anybody had trouble running RA2 in Windows 2000 Pro??
My install from the original disk runs slow, when installed it takes ages to load. When running the game it continually locks when creating buildings, etc. Is there a setting that I can change so that it runs in Win 2000??
