thai disks have full menus's

how is it possible that discs bought in thailand have menu's on them like dvd9 when supposedly this media is not available can someone explain this to me.

are dvd9 burners available
is dvd9 media available anywhere?

are they actually dvd9?
or are they just dvd5 with menu's on them.......
