Does there are programs that allows to create cuesheet file from a iso or bin files?

you can always edit another cue file so it points to the desired bin file.

I am interested for a eventually program for this.

We've all got the program that does this. Its called Notepad.

I would a program that build the cue file from a bin or iso file!

Look into your Progs like CloneCd, Nero or others. There is an option where you can make a cue simultanous with the Iso or bin.
