First off, never use on the fly mode for burning CD's, it has too many problems. The best is to make a copy on your hard drive, then use some software (betablocker), depending on your burner, then burn the image back to a cd. I could be more help if you told me what burner you have.

Clony XXL is a great program which scans the CD to tell you what protection is being used on it. It also then gives you the correct settings to use in Clone CD to copy it (hardware dependent of course).

Remove Easy CD-Cremator as it causes to many problems. Don't use on-the-fly. Instead copy to an image file. If the game is protected with Safedisk 2, then the errors from 800-10000 are normal. Enable Fast Error Skip when reading (Clony XXL will tell you this).

If you drive is not capable of correct EFM coding - check here - then enable Amplify Weak Sectors when burning the game if it's Safedisk 2 (also note that AWS won't work for the newest version of SD2 (2.51) - I don't think Civ3 is 2.51 ne way. Get Safedisk Analyser if you want to check.
