Creating a fake DVD on a CDR
 

I have a vob file small enough to fit on a single cd and was wondering if it's possible to use a CDR to make something that my DVD player will think is a DVD. I tried just copying the directory structure and that didn't work. Can it be done?

Note: It's very important that I do NOT encode this as a VCD or MPEG or whatever (I already know how to do that). It needs to stay a vob.
