Pal -> NTSC Conversion for Midnight Club

Anyone know where I can get a Pal to NTSC Conversion for Midnight Club? Also I need a conversion for Wipeout Fusion PAL

Is there a universal patcher? Ive tried NTSConvert but it didnt seem to do the trick
