What is the difference between a Licence patch and a protection patch?

I don't know for sure m8 but I think the license ones are to take out the license of the game so that you can play them in any playstation pal or ntsc and the protection ones are just to take the protection out of the game so that you can burn it, I guess but I might be wrong (Most Likely).
