Basically,if you have a U.S game you can apply the patch before burning and it allows you to play the game on a pal(i.e UK) system in full glorious colour instead of b/w.
For this you will need Cdrwin and ppf-o-matic v2 all available at Gamecopyworld.

And, if you noticed, it says NTSC-2-PAL... meaning NTSC-to-PAL :-)
