Does anyone know where i can download the ps2 utility disc?

Only used on ORIGINAL Japanese version PS2, doesn't work on any other model.

is there any other working bootdisc for ps2?

yes once again, it is called ................. gameshark! it does the exact same thing just costs a lil more... also unreal tournament has been known to work, u just use the swap trick with neo2 or the cog/knife
