For old versions of CIU you have to do it all by hand unfortunatelly (the converter tool is not ready yet). It's not complicated but a bit of work.

Unpack Setup.exe with innounp
Code:

innounp -x -dC:\innounp Setup.exe
In {tmp} folder you have all files you need to update to new version (you have to rename a few files though, like button sounds and exit buttons). Copy all this files in their respective folders they belong to. In addition you have to use a new Setup.ini from new version and copy&paste all old values from old Setup.ini to new Setup.ini, line by line and all this by hand. Then you're ready and compile new Setup.exe.
