A game which is built by a professional company like Rockstar Games, most probably, will never utilize such highly compressible formats like PCM WAV, they have used some MP3-variant with their own format, so called, AWC format which can't be processed by MSC.

I read OpenV could extract them into wave file`s. I havnt tried but thought that they must be some form of wave varient. Also im still not that familier with MSC yet. But personaly i`d try if i was repacking, who knows, he might get lucky right?? ;)
