no it doesnt.
its just converting rar files to arc files too.
there is no diffrence in video and sound quality.
just look to DVD1\data\movies.rar at start and at the end.
there will be no diffrence in the size.

Problem with Recompress
 

Someone had problems with the recompress??
For me at the 36%, stops recompressing and show me one window error.
My SO is Windows 7 x64.

Looks like in the hurry you forgot to update the InnoSetup scripts:
