You can use oggre on uexp files inside language folders.

Edit: Could even be possible to use oggre directly on pak file since oggs vorbis files are just stored in pak file without compression.

Just extract the OGG files, then put it back.

Without extracting the files, you might even get an error about OGGRE.

At least one of the ogg files for which oggre has problems. I am not in the mood to test over 30k files.

Edit: At least 5 files are broken. For one more file oggre just crash without any error message. Good luck.

Is the variant cls-ttgd:game=62+XTool better/faster than cls-ttgd:game=62:r
There is recompression option in filter. And also supports for external zlib.dll
