true that, I think in a forum, ip adresses can be detected to be able to ban someone permanently, moderator will raise ban hammer each an everyday on facebook, anyhow, forum is open for everyone, there is a forum for chat.
I think sticking with what you have is best which is the forum, and making a facebook page would actually invite some people who are banned already since their facebook name and fileforums acc name can be different.
