I have tried but i confuse to use with .bat file.
how to use neroAccEnc and neroAacDec?

For lossless it's better use specialized codecs like flac, optimfrog, tak. Lossless mode in AAC is not very good in size/decompression speed ratio.

how about msc_tak.
is it good?

Yes, current TAK is slightly better in compression, but msc_tak can compress raw audio files as well, unlike cmd TAK, so in most cases msc_tak is the best solution with lightning decompression speed and in compression ratio usually only frog is above, but it's severely slower.

So, don't invent bicycle and go for msc.
