I noticed that most of the time when I install a repack, or compress files for one my hard disk usage goes up to 100% and it's kinda stucked there. Which is really painful because I can't do anything on that drive until program finished. Is there anyway to prevent it? I mean like limiting the writing speed.

the main one that causes this is srep & arc (when storing) , most of the others doesn't take much of ur hard disk usage .. For me i noticed that windows 7 didn't stuck with u as much as windows 8\10 (even if the hard usage if extreme , it didn't stuck , on the other hand w8.1 \10 stuck & goes crazy :D )
BTW , u should have a good hard desk with a good write & read speed that will solve u the problem from its roots

and is there anyway (like an argument) to limit writing speed when compressing/decompressing?

I'm not sure 'cause srep doesn't have & arc don't have neither a parameter to control HDD Usage
For now u should do one of those solutions :
1- Use windows 7
2- Have a new HDD with a good speed\write speed or have a SSD

3- if u have 2 HDDs u can use one for compressing & the other one for the windows but don't compress the files on the HDD of the windows

Well by right, you are not supposed to use computer while an installation is running because you may interfere with what it's doing.
