I for one agree with your suggestions but they are not easy to implement or organize. At the moment I dont have much free time to organize it all properly but I did start gathering the more useful/helpful threads and posts to create a proper 'Help' thread.
You are welcome to look through the links I have gathered so far and try and organize them into a more managable list if you like?
You can also suggest other links which I might have missed which you think should also be included. Any help will be greatly appreciated by me. :)

'Requests' should probably have their own Sub-Forum in my opinion.

Okay... Looking at the list of the links, it looks topic with links for this can be made named "Helpful tips" or something like this but going superficially through the links, pretty much all topics look like a mess.

Pretty much all of that can be stuffed into one particular topic and "categories" can be separated by posting everything in separate posts...

It can be pretty rough to complete it entirely.
I'd like to offer some help so... Where can I apply to become a Moderator?
Although I never worked on vBulletin, I have experience with phpbb system of forums. I was a forum moderator on one WoW Private Server's forums for 2 years doing these kind of things...
