There's a program called Unshield (http://www.synce.org/oldwiki/index.php/Unshield) (download at Sourceforge (http://sourceforge.net/projects/synce/files/Unshield/)) that was rather meant for Unixes but it compiles well under Windows (MinGW, gcc), too. The last version I could find is 0.6; I've fixed a few major, long-standing bugs in it. I'm not entirely sure but it might be able to unpack CAB's of version 10 and above.

As for the source, it's gonna be released but give me some time because the project seems to be delayed undefinitely. (Abandoned?!) Although I contacted the person who is probably the current maintainer, no reply yet, but if he is still there, I'd like to ask him to incorporate my changes into the real thing rather than introducing a fork.
