Where to find PAL-to-NTSC patch??

I had a PAL version backup of sonic adventure recently,
But the machine I own is a Jap NTSC.
I tried in vain finding a pal-to-ntsc patch on the net:-(
Does anybody know where to get the patch?? Thx !!
