new 360 cant use xbl downloads

i just got a new 360 back from ms mine had the ring of death. my brother had downloaded some of the guitar hero 2 track packs and now with the new console i can only play them if i am logged in with my brothers xbl gamer tag is there any way to make it so i can use the dlc on my account without paying for them again?

im really pissed off because there are about 7 accounts on my 360 and ms didnt tell my this would happen

well i figured it out i need to go to the dashboard log in with my bros account with one controller then log into mine with another then i can use the stuff he downloaded with my account still a pain in the ass and ms should fix it

Yah, that does suck. MS knows about that issue but has no plans to fix it. They already have your money, and it is more secure for them to keep it how it is.
