SegaGen & Foreign roms

Does anyone know if it is possible to play foreign roms on SegaGens? Or can I not ask about SegaGen here.

Is it ok to talk about a downloaded rom of a game I have on cartridge? I use an emulator to play some of my Genesis games in VGA.
