Depends if it's a program or not. I would think an all level unlocker would just be a save file with all the levels unlocked. So just put it in the save directory. It would help if I know what game/what level unlocker?

Same question. I don't know what to do with this unlocker#3 for Sonic & All-Star Racing Transformed. There is nothing in the zipped pack to explain where to put it, how to use it etc...
