Format HDD in pc

can i format my 120Gb Seagate for my ps2 in my PC, is there a program that will let me format. Hdloader freezes when trying to format and i cant get the dms3 tool to work as i dont have a modchipped ps2 or swap magic cds/dvds

does the hard drive have any information on it

i think if it does have data on it...it will take longer to format...
I did have data on my seagate, i just fdisked the drive and made it like new

You can with WinHIIP, not sure about the HDL_DUMB clones.
