how do I make interactive DVD menus?

whats a good program thats for making interactive DVD menus?
I want to be able to put the text Where ever and add video


it would also be nice if it could edit menus from disc's so you could relink some stuff and get rid of outhers

I dont think it can edit other menu's though. I dont know of anything that can.
