CD Loader?

Hey guys, what exactly is cd loader and what does it do and how do you use it? I backed up silent hill 3 and I have swap magic and it freezes up on me at the beginning. So I was curious would I have to reburn Silent Hill 3 and put this cd loader in it, how would I do it?
