I would like to if a Pal or an US version of Magic the gathering exists.

Maybe I'm wrong, but as far as I know, the only version of Magic the Gathering for the Dreamcast is a JAP release by Hooligans.

Yep, and it works on PAL DC.
Maybe you'll have to patch it, but I'm not sure.
