Is V7 the best for Messiah 2 chip?

I am about to have my PS2 chipped with Messiah 2.
My question is the V7 will be the best console to chip with Messiah 2 chip?

I am also looking for a place where I can buy the messiah chip (for the lowest price) in the US. Please advise.
