Is there something simmilar like a toolkit or method for the Playstation that works like the Echelon selfboot toolkit for Dreamcast?

no you can not make a selfboot backup of a psx game there is some kind of woble on the disc that can only be made by sony

ok in that case would it possible to use some kind off boot disc and load a game that has had it contents modified?

Whoa, kind of a mix sentence you got there. :)

Ok so you say I can't d/l a boot disc, that's cool. But are you also saying that there is one available to purchase that will allow you to boot a modified game? Modified as in changed skins, sprites, backgrounds ect...

By the way, the "boot disk" images that you can download arent really boot disks, theyre just game enhancers that you can use with a mod chip.
And for that, they do work just fine.
