splitting mpeg etc. files

Just wondering if anyone knows of any tools to split files?

Im interested in a splitter for mp3 music most of all, but video files too.
I know I can split mp3 if I convert to WAV, but this will lose alot of quality if I re-encode!

not sure about music but I downloaded some adequate video splitters from searching on the likes of TUCOWS and DOWNLOADS.COM
