Yes the problem is Windows XP but the only likely solution is the one which you have stated - compatibility mode. Resident Evil 2 is an old game and so not designed for XP, so just stick with the compatibility mode settings.

That's why almost everyone who games a lot makes a second partition with Windows 98/Me. I do it too. I've still got a hideous mouse lag bug in Counterstrike, forcing me to regularly reboot to Windows Me to play a game. On top of that comes the fact that most console conversions for pc have very few options you can change, and use sometimes strange video and audio routines. The easiest thing is making a dual boot. Check Google with keywords "making", "XP", "dual boot" and you should find some easy guide in how to do it. I found a usenet thread about your problem here (http://groups.google.be/groups?hl=en&lr=lang_nl|lang_en&ie=UTF-8&oe=UTF-8&safe=off&threadm=Xns926398FC91907bipbopbipbopcom%40204.127. 68.17&rnum=1&prev=/groups%3Fq%3D%2522resident%2Bevil%2B2%2522%2Bxp%26 hl%3Den%26lr%3Dlang_nl%257Clang_en%26ie%3DUTF-8%26oe%3DUTF-8%26safe%3Doff%26selm%3DXns926398FC91907bipbopbipb opcom%2540204.127.68.17%26rnum%3D1), have you tried setting it to win95 compatibility ?
